Overview

Established in 2008, Vikrama Simhapuri University is a non-profit public higher education institution located in the the urban setting of the medium-sized city of Nellore (population range of 500,000-1,000,000 inhabitants), Andhra Pradesh. Officially accredited/recognized by the University Grants Commission, India, Vikrama Simhapuri University (VSU Nellore) is a coeducational higher education institution. Vikrama Simhapuri University (VSU Nellore) offers courses and programs leading to officially recognized higher education degrees in several areas of study. VSU Nellore also provides several academic and non-academic facilities and services to students including a library, as well as administrative services.

 

Vikrama Simhapuri University

   Nellore, came into being, fulfilling the long-cherished dream of the people of Nellore district, re-christened Potti Sriramulu Nellore district since 2008, by G.O.Ms. No. 89, Higher Education (U.E.II) Department, dated 25.06.2008. This GO makes history in the field of Higher Education in Andhra Pradesh since it paves the way for the establishment six new Universities in six districts in Andhra Pradesh.

Vikrama Simhapuri University, Nellore, in its seminal role as a higher institute is grooming the careers of the youth to create a think-tank of resourcefulness for macro stakes in nation-building. The University is currently offering eleven courses keeping in view the resources of the region and the employability of the graduates. The University was established by Act No. 29/2008 enacted by the Legislature of the State of Andhra Pradesh on 25th June 2008. It started offering six Postgraduate courses of contemporary relevance from August 2008. Research programmes leading to the award of the Ph.D. degree have been launched on 29.08.2010.

Giving the University a full-fledged status, the Government of Andhra Pradesh in a letter from the Principal Secretary to Government, Higher Education Dept.No.9855/UE-II/2008-4 dated 09.04.2010, has authorized the University to exercise its powers of affiliation under the A.P. Universities Act, 1991, to bring UG/PG/ MBA & MCA (Professional)/Oriental, B.Ed, Law, colleges and one Engineering college, in Sri Potti Sreeramulu Nellore district under its jurisdiction from the academic year 2010 – 11. Thus 127 colleges, hitherto affiliated to Sri Venkateswara University, Tirupati, have been brought under the fold of Vikrama Simhapuri University, Nellore. Meanwhile the University Grants Commission conferred recognition on the degrees awarded by Vikrama Simhapuri University under Section 22 of the UGC Act, vide its communication No. F.9.2/2010 (CPP-I/PU) dt. 20 Jan 2010. The Association of Indian Universities has brought the University under its fold, vide its communication Meet/Mem/2010 dt. June 2, 2010

Courses started and their Significance

    The courses are designed keeping in view the demand for the subject, scope for the intellectual development of the student within the disciplinary boundaries, the relevance of the course broadly for the region and the nation, employability of the student, and his ability to contribute, through the skills and practical training acquired at the University, to regional and national development and to national wealth. That Nellore is fast metamorphosing itself into an industrial city with a concentration of major industries around a twenty kilometer zone of the area where the University is going to be located and that the district administration is gearing itself up to prepare a HR Atlas for the purpose are also factors taken into the reckoning in the matter of course design. Thus the perspective is futuristic. Further, a student should evolve himself into a useful citizen contributing not only to the productivity of the nation but also to the promotion and upholding of citizenship values. Hence the focus is on holistic training.

* These PG Diploma Courses are offered through an MoU with Krishnapatnam Sercurity Services (Pvt) Limited, Krishnapatnam, Muthukur Mandal.

It is proposed that Research Supervisors from Affiliated Colleges will also be entitled and enlisted for guiding the PhD students in the ensuing notification.

The University has launched Ph.D. programmes in Eleven disciplines, namely, Computer Science, Business Management, Biotechnology, Chemistry, English, Commerce, Economics, Physics, Zoology, Marine Biology, and Social Work, with effect from the academic year 2010 -11. The Ph.D. programmes are entirely in conformity with the latest UGC guidelines as contained in the UGC (Minimum Standards and Procedure for Awards of M.Phil/Ph.D. Degree) Regulations 2009 and admissions were made by conducting an Entrance Test and through a viva.

VSU RESET 2012 has been conducted with an addition of five subjects: English, Commerce, Economics, Physics, Zoology.

Territorial Jurisdiction

   Sri Potti Sreeramulu Nellore District is the jurisdiction of the University. Vikrama Simhapuri University was, to start with, a unitary University. Giving the University a full-fledged status, the Government of Andhra Pradesh, in a letter from the Principal Secretary to Government, Higher Education Dept. No.9855/UE-II/2008-4 dated 09.04.2010, has authorized the University to exercise its powers of affiliation under the A.P Universities Act, 1991, to bring UG/PG/Professional/Oriental, etc., colleges in Sri Potti Sreeramulu Nellore district under its jurisdiction from the academic year 2010 – 11. Thus 126 colleges hitherto affiliated to Sri Venkateswara University have been brought under the fold of Vikrama Simhapuri University, Nellore with effect from the academic year 2010 – 11.

Sri Potti Sreeramulu Nellore District is one of the nine coastal districts of Andhra Pradesh situated in the southern most point. It lies between 300 -25m and 150-55m of the northern latitude and 790-9m and 800-14m of the eastern longitude. The boundaries of the district are the Bay of Bengal on the East, Veligonda Hills separating it from the Kadapa District on the West, Prakasam District on the North, and Chittoor District and Tamilnadu on the South. It spreads over an area of 13,076 sq kms and this accounts for 4.7% of the total area of the State.

The literacy rate of the district has increased, as a result of the initiative of the Govt. of A.P to 67.08%, which is higher than the State literacy rate which stands at 60.47%. Thus the district has great opportunities for enrolment to higher education. The district has a coast line of 169 km, covering 12 mandals.

Taking the potential of the district for development and resource generation, the Government of India has approved the creation of four SEZs. These are as many as 47 large and medium industries with a total investment of 11039.56 crores employing 15,883 as many as 30869 small scale/tiny industries, 208 units of cottage industries with an investment of 43451 lakhs in the district.

In the light of the rapid industrialization and the establishment of the Special Economic Zones especially in the sectors of textiles and tannery products, Vikrama Simhapuri University has started courses of study which are relevant to region, which integrate work skills with the curriculum, and which strives to promote the employability of the students.

Campus

VSU doesn’t have its own buildings. It is started with an administrative building at Dargamitta, Nellore. Regular classes are at V.R. High School Campus (Old Law College Campus), Nellore.

Campus construction is in process at Kakutur, Nellore in 87 acres (350,000 m2) provided by the government of Andhra Pradesh.

Academics

VSU is primarily an undergraduate and post-graduate university. VSU conducts its own entrance examinations — VSURESET and VSUPGCET — for all courses each year. The university offers courses which include B.A, B.Com, B.Sc, B.B.A, B.B.O.L, L.L.B, B.Tech and M.Sc, M.A, M.F.A, M.Tech, M.B.A, M.C.A, M.Phil and Ph.D degrees.

Formation

On April 12, 2010, the government of Andhra Pradesh passed a G.O. that all the colleges in Sri Potti Sriramulu Nellore district which were affiliated to Sri Venkateswara University will be affiliated to VSU. With these orders SVU PG Centre in Kavali, NBKR Engineering College in Vidyanagar, 52 degree and PG colleges, 12 MBA/MCA colleges, V.R. Law college, 12 B.Ed colleges, two oriental colleges in SPSR Nellore District came under VSU. Later on, NBKR Engineering college shifted its affiliation to JNTU Anantapur.

Administration

As of April 2015, V. Veeraiah is the Vice Chancellor. P.R. Siva Sankar is the Registrar.

Criticism

From the inception of the university, there has beena lot of criticism on its recruitment process. Former Vice-Chancellor G. Rajarami Reddy mainly focused on recruitment than developing infrastructure which resulted in not attaining University Grants Commission (India) 12 B Status till now.

He recruited 19 teaching faculty members in December 2013 where there are no tourism studies qualified fraternity in the department of tourism management and no biotechnology qualified fraternity in the department of biotechnology. He even malpracticed the roster points by showing integrated biotechnology as biotechnology in the recruitment notification. The 45 non-teaching recruitment was criticized widely because the posts of deputy registrar, assistant registrar and senior assistants were given to those who didn’t have essential qualifications as per UGC norms. The recruitment was in June 2014 when there was ban on recruitment and appointments in the state of Andhra Pradesh based on a government order. Without any parallel government order to the above government order, this fraudulent recruitment happened. The issue is under the view of honorable Lokayukta Andhra Pradesh for necessary inquiries and action.

While inaugurating the official web domain (simhapuriuniv.ac.in) of the university, the key people here grossly neglected safeguarding and renewing the old official web domain (simhapuriuniv.org) resulting in misuse of the old domain by some fake degree racketeers. This issue came to light on August 14, 2014. Fake degrees of this university were widely available in North India. The government of Chhattisgarh state black-listed VSU degrees pon the orders of Chhattisgarh Log Aayog and the government permitted acceptance of this university degrees upon prior verification only.

The overall strength of the students in university colleges has been decreasing while comparing to past years. Students criticized that this degrading in academics of university is because of the policies adopting by present administrators. A research scholar tried to commit suicide by immolating himself on the top floor of a building in university campus. He took extreme step as the VSU officials refused to recommend his name to UGC for fellowship.

Some terrorists hacked the university website and posted some illicit content. The hacking exposed its failures in protecting its administrative set-up, which ought to have been kept a secret, and paved way for its internal affairs reaching terror elements

To get rid of such situations, the officials of the university have to maintain their own web servers, but they are not in a position because of their poor knowledge. The appointment of a state public information officer of VSU has been criticized widely. K. Narasimha Rao, an assistant professor, has been the information officer for many years instead of registrar or a senior professor. It is widely criticized that Narasimha Rao is the person who safeguards the administrators from all the fraudulent activities by sending wrong and improper information to all Right to Information Act, 2005 applications.
