This resulted in a society under the name of The Delhi Society for the Welfare of Mentally Retarded Children being registered in the year 1965. This is a voluntary organization registered under the Indian Societies Registration Act of 1860. Later, at a General Body Meeting held on 5.03.06, it was decided that, in keeping with the times, the Society be renamed as Delhi Society for the Welfare of Special Children. Mission of TTISE is ‘to foster critical analysis by trainingstudents both in theory and practice so as to equip them with skills needed for facing global challenges with team work and human values. And to build quality network with the Industry, educationists and the society for exchanging knowledge’. The modern teaching methodology assists the students in getting an all around view of engineering, technology and the entrepreneur world. The diligent faculty team of the college possesses hands-on experience and up to date knowledge of their subject and area of expertise. The infrastructure and facilities of TTISE consists of spread-out campus alongside various amenities in the form of library, computer center, classrooms with proper teaching and learning aids, medical facilities etc. The institute seeks to place each of its students in an organization/company of great repute.

In Special Education (Mental Retardation)
Master Degree in any discipline with not less than 50% of marks.
M. Ed Degree in Mental Retardation/ Learning Disability area with not less than 55% of marks or equivalent grade of B in 7 point scale or An equivalent Degree from a foreign university recognized by RCI.
Desirable additional qualification:
Ph. D./ M. Phil ineducation with research emphasis on Special Education.
Experience for a period of at least 3 years as teacher or researcher in the area of Mental Retardation/ Learning disability.
3 years of Teaching experience at Diploma level.
The School is having two separate hostel buildings for girls and boys in the school campus only. The hostel facility is provided free of cost.Two male wardens for boys and one lady warden are working full time to take care of blind students. All the rooms are equipped with four beds with mattresses and pillows, separate almirahs, one harmonium, one tape recorder to listen audio cassettes and fans etc.
There is one big library hall in the school containing more than 6500 Braille books of all types including text books of course material, competitive exams books, fiction/novels, story books, holy books like Ramayana, Geeta, Mahabharata, Quran and Bible etc and other various reference books for classes 1st to 12th & higher education also. School subscribes various fortnightly / monthly / quarterly magazines and Journals useful for blind students and teachers for their updation of current affairs & general knowledge.
National federation of Blind (NFB) & All India Confederation of the Blind (AICB) have also provided furniture and books for the benefit of blind students.
